SOLUTION: A porous nickel sintered substrate is anodized in an alkaline solution to form a nickel oxide layer having a valence of more than 2 on the surface of the substrate, and then a cobalt salt is deposited on the surface of the nickel oxide layer. Then, a nickel sintered substrate for an alkaline storage battery was formed in which a coating of cobalt oxide having a valence greater than 2 was formed by an oxidation-reduction reaction with the nickel oxide layer while performing alkali conversion treatment. .
