(57) [Summary] [Problem] To maintain the required workability at the time of construction, not to adversely affect the development of strength after setting control by using a setting retarder and a coprecipitant, and to further reduce the cost. An object of the present invention is to provide a setting control technique having no problem in terms of surface. SOLUTION: An agent used for hydraulic cement, comprising: a coprecipitant having an action of coprecipitating a setting retarder; and a water reducing agent having a water reducing action in the presence of the coprecipitant.
