SOLUTION: In the method for manufacturing a hollow conductor substrate, a thermosetting insulating resin layer in a semi-cured state is formed on a base material, holes are formed in required portions by drilling, and the thermosetting resin in the semi-cured state is formed. A conductive material is bonded to the insulating resin layer. |
