SOLUTION: An emulsifier for producing a microcapsule which contains a water-soluble polymer substance as an active ingredient and forms a urea-formaldehyde resin film around a hydrophobic core substance, wherein the water-soluble polymer substance is (A) isobutylene- An emulsifier for producing microcapsules, comprising a partially neutralized product of a maleic anhydride copolymer, and (B) an acrylic copolymer containing 75 to 100% by weight of acrylic acid or an alkali metal salt thereof; and A method for producing a microcapsule using the emulsifier.
