SOLUTION: (Meth) acrylamide having 2 to 3 carbon atoms Hydroxyalkyl (meth) having an alkyl group A nonionic water-soluble ethylenically unsaturated monomer (A) such as acrylate and, if necessary, an anionic water-soluble ethylenically unsaturated monomer (B) are used as constituent units. / B = 80-100 / 0-20, and a soil or horticultural water retention agent comprising a water-absorbent resin crosslinked by thermal crosslinking or a crosslinking agent.
