(57) [Summary] [PROBLEMS] To provide a new solidifying agent (soil improver) that is safe and economical for various kinds of high water content sludge such as construction sludge. SOLUTION: The method for improving a soil containing water for solidifying the soil containing water to improve the soil, wherein the agent for improving water-containing soil comprises: (i). hemihydrate gypsum (CaSO 4 1/2 H 2 O) as a main component; and (ii) sludge incineration ash as a sub-component.
