abstract (57) [Summary] [Subject] Slag forming is suppressed in hot metal treatment, and slag is prevented from flowing out from the tope car. SOLUTION: An upper spraying lance 6 which is separately provided from a refining lance 3 for blowing a dephosphorizing agent 4 and has a blowout hole formed with a downward angle θ in the range of 5 to 70 degrees with respect to the horizontal direction. While turning the slag, the slag foaming suppressant 8 is dropped from the blowing hole of the upper spraying lance 6 to the vicinity of the interface between the slag and the metal in the tope car 1. By spraying, the slag foaming height is suppressed within the freeboard of the toped car 1.
