It can be applied to prevent wasteful consumption of the processing liquid. A mark applying unit 601 applies a mark to a transfer paper that has been subjected to a toner removing process to indicate the number of times of the removing process. On the other hand, the mark detecting means 602 detects the mark on the transfer paper to which the liquid application unit 200 should apply the processing liquid, and controls the processing liquid application condition in the liquid application unit 200 based on the detection result.
