A zinc-based plated steel sheet, an aluminum-based plated steel sheet, a zinc alloy plate, an aluminum alloy plate, and a resin chromate film containing a water-dispersible resin emulsion and a chromic acid compound as main components are formed on the surface of the steel sheet, and A resin chromate-treated metal plate, wherein a chromic acid compound is dispersed in spots on the surface of the resin emulsion particles or / and inside the resin emulsion particles.
