(57) Abstract: A flexible polyurethane foam having flame retardancy is provided. SOLUTION: The average hydroxyl value is 20 to 80 mgKOH / g. Where the aldehyde condensation type resin fine particles or the aldehyde condensation type resin fine particles and the polymer fine particles of the polymerizable unsaturated group-containing monomer are dispersed, and the total concentration of all the polymer fine particles is 5 to 50% by weight.
