abstract (57) [Abstract] [PROBLEMS] To provide a highly heat-insulating panel and a method for manufacturing the same, An object of the present invention is to obtain a highly heat-insulating panel excellent in surface smoothness of a panel without being affected by a temperature of a panel surface material while using a compound containing hydrofluorocarbon having a boiling point of 0 ° C. or more as a foaming agent. In a highly heat-insulating panel and a method for producing the same, a foaming agent containing hydrofluorocarbon having a boiling point of 0 ° C. or higher is used in a raw material, and a molecular weight of 370 is used as a foam stabilizer. A polyether-modified silicone compound having a silicone content of 0% or more and a silicone content of 35% or more was used, and the raw material temperature was 17 ° C, preferably 20 ° C or more and 40 ° C or less. By using the heat insulating panel, a highly heat insulating panel having excellent surface smoothness without being affected by the surface temperature and a method for manufacturing the same can be obtained.
