SOLUTION: A water-soluble polymer (A) obtained by hydrolyzing and condensing an organic silane compound (I) in an aqueous solvent is radical-polymerizable and a hydrolytic condensation reaction of the silane compound (I). The polymerizable monomer having a functional group capable of acting as a catalyst and / or the polymerizable monomer having a functional group capable of radical polymerization and capable of reacting with the alkoxysilyl group of the silane compound (I) to form a bond ( B-1) 0. 1 to 30.0% by weight and another radically polymerizable monomer (B-2) 70.0 to 99.9% by weight in water to obtain an aqueous dispersion polymer (B) obtained by emulsion polymerization.
