A protective water-repellent composition for a coating film of the present invention comprises an organosiloxane (I) and a graft crossing agent (II), Aqueous dispersion of 1 to 90 parts by weight (solid content) of polyorganosiloxane polymer (III) obtained by polycondensation at a ratio of 0.02 to 20% by weight based on the total amount of components (I) and (II).
