[Composition] Amorphous powder which is made by drying aluminum sludge and crushing it to a powder containing waste containing at least one harmful metal selected from the group consisting of lead, cadmium, mercury, chromium, copper, nickel and zinc. A method for treating wastes, characterized in that high-quality aluminum hydroxide is mixed in an amount of 3% by weight to 30% by weight with respect to the waste, and water is added as necessary to knead the mixture to cure and solidify it. [Effect] Hazardous heavy metals such as mercury, arsenic, copper, lead, cadmium, and chromium, especially lead, are efficiently stabilized, the amount of elution is reduced, and it is very effective for stabilization treatment. Slurry sludge and dewatered cake sludge discharged after processing various waste liquids such as in factories, harmful dust particles for working environment conservation in the workplace such as electric furnace melting kilns in steel mills, and flying dust from municipal waste melting furnaces It is possible to stabilize ash and contaminated soil by landfill disposal.
