abstract (57) An object of the present invention is to surely remove a developing memory in a non-magnetic one-component developing system for a long period of time, and to make an image density of a halftone uniform, in particular, and apply it to a full-color image forming apparatus. SOLUTION: A core metal 34a of a peeling roller 34 for peeling residual toner on a developing roller 31 is anodized to form a surface layer 34b made of an insulating metal oxide, thereby preventing peeling of the surface layer 34b. The residual toner is uniformly and surely peeled off over a long period of time, the developing memory is surely removed, and the halftone image density is made uniform.
