SOLUTION: This film is a thermoplastic resin substrate having a coating film having water-soluble polymer and inorganic layered particles as main constituent components formed on at least one surface thereof, and the surface roughness parameter Rt / Ra of the coating surface is 20. The film has the following value and Rt of 1.4 μm or less.
