SOLUTION: A separator paper 3 is wound between a pair of anode foil 1 and cathode foil 2 to form a capacitor element. At this time, the separator paper 3 is impregnated with a solution containing borate ions, and the fibers 4 of the separator paper 3 are thinned by the oxidizing action of boric acid to form large voids 5.
