abstract (57) [Summary] [Object] To provide a charging roll capable of obtaining a good copy image and suppressing generation of noise. A conductive elastic layer 21 in which an electronic conductive conductive agent is dispersed is formed on the outer periphery of a cored bar 20, and a conductive material containing an ionic conductive conductive agent is formed on the outer periphery of the conductive elastic layer 21. Foam layer 22 is formed, and a protective layer 23 is formed on the outer periphery of the conductive foam layer 22.
