[Structure] A primer coat layer 14 is formed on a base material 15, a base coat layer 13 is formed thereon, and a pattern layer 16 is formed thereon, and then a resin composition containing an antibacterial agent 12 is applied to the base coat layer 13. Then, a thin transparent antibacterial resin layer 11 is formed on the coated plate 1 having antibacterial performance.
