(57) [Summary] [Object] To provide a water-soluble surface treating agent capable of forming an organic film on the surfaces of copper and copper alloys which does not deteriorate solderability even after being exposed to high temperatures. [Structure] A surface treatment agent containing a benzimidazole compound or the like and a water-soluble organic acid or the like is further added to a monocarboxylic acid containing 5 or more carbon atoms, a dicarboxylic acid containing 6 or more carbon atoms and 4 or more. At least one of the halogenated carboxylic acids containing carbon atoms was blended. |
