A super heavy oil emulsion fuel obtained by mixing and emulsifying 0 part by weight and 0.02 to 5 parts by weight of a nonionic surfactant, wherein the nonionic surfactant is a dimer of a higher unsaturated fatty acid having 16 to 20 carbon atoms. An ultra heavy oil emulsion fuel comprising an acid and / or a polymer acid to which one or more alkylene oxides having 2 to 4 carbon atoms are added. [Effect] The super heavy oil emulsion fuel of the present invention has a low viscosity and a large amount of passing through a sieve, so that it is very easy to handle as a fuel, and furthermore, it is also very excellent in the long-term stability of the dispersed state after leaving the emulsion.
