abstract (57) [Abstract] [Purpose] To provide an information recording card which not only has a low cost, but also has an excellent decomposability of a card substrate and an excellent recording / reproducing characteristic. An information recording card including a card base having a paper base and a resin layer provided on a part of at least one surface of the paper base, and an information recording unit provided on the resin base. The resin layer is formed of decomposable plastic and has a surface roughness Ra of 0.01 to 10 μm.
