abstract (57) [Summary] [Objective] To provide a method for efficiently and simply decomposing water directly on an industrial or commercial scale. [Structure] A plurality of electrode rods 3 are placed in a container 2 containing water 1. Is inserted, and by applying voltages having different phases to the electrode rod 3, a multi-arc is generated in the water 1. The high temperature of the multi-arc decomposes water molecules into oxygen and hydrogen. The water 1 in the container 2 suppresses the recombination of oxygen and hydrogen and protects the container 2 from the high temperature of the multi-arc.
