(57) [Summary] [Purpose] To shorten the construction period by using a primer adjusting material that has both a sealer effect and a primer adjusting effect as the primer adjusting material used when finishing the exterior wall of a building. An aqueous base conditioner having such performance is obtained for the purpose of excellent peeling resistance to a base and compatibility of a top coat. An aqueous base conditioner prepared by mixing an emulsion having a multilayer structure having an epoxy group in the innermost layer and a carboxyl group in the outermost layer and an inorganic powder so that the pigment volume concentration is 40 to 70%. The glass transition temperature of the innermost layer is equal to or lower than that of the outermost layer, and the glass transition temperature of the emulsion film is -3. It is preferably 0 to 5 ° C. |
