abstract (57) [Summary] [Object] To provide a porous carbon plate for phosphoric acid fuel cells, which is easily wetted by phosphoric acid. [Structure] A sheet obtained by paper-making organic fiber for producing carbon fiber and pulp is impregnated with a solution of an organic polymer substance, heated and pressed to mold and cure, and then 2000 in an inert gas atmosphere. In a porous carbon plate having a porosity of 50 to 80% obtained by graphitizing at a temperature of ℃ or more, the amount of methylene blue adsorbed in the thickness direction of the porous carbon plate is 5 × 1. The surface is made hydrophilic by performing high temperature air oxidation treatment to an oxidation degree in the range of 0 −3 to 500 × 10 −3 mg / g.
