abstract (57) [Summary] [PROBLEMS] To provide a liquid developing device for an electrostatic latent image capable of preventing toner from adhering to a non-image portion on an image support and disturbing the image. A liquid developing device for an electrostatic latent image, which develops an electrostatic latent image formed on a photoconductor 10 with toner, is located in front of the top of the photoconductor 10 in the moving direction of the photoconductor 10. In addition, the pre-wet liquid holding portion 202 arranged so as to form a minute gap t between the pre-wetting liquid and the photoconductor 10. And a pre-wet liquid supply means 21 for supplying a pre-wet liquid which is a chemically inactive dielectric liquid having releasability between the photoconductor 10 and the pre-wet liquid holding portion 202, and an insulating liquid. And a developing unit that supplies a high-viscosity liquid developer in which toner is dispersed in a high concentration to the latent image surface on the photoconductor 10.
