The step of feeding the membrane base 6 made of a porous resin so as to contact the coating surface 2a of the rotating roll 2 at a constant pressure and at a constant speed, and thereby dispersing the resin adhered to the coating surface 2a of the roll 2 A step of transferring the liquid onto the surface 6a of the diaphragm mother 6 and continuously coating the surface 6a of the diaphragm mother 6 with the resin dispersion layer 9 having a constant film thickness.
