[Structure] A container 11 is filled with an aqueous solution 12 in which components such as hypochlorous acid and hypochlorite having a high decomposition rate and unstable components such as carbon dioxide gas and volatile components are filled and housed in a hermetically sealed state. The container 11 is cooled from the outer peripheral side to freeze the aqueous solution, and the unstable components can be stored for a long period of time by being trapped inside ice. |
