[Structure] 90% by weight of tetrafluoroethylene powder was mixed in a photoelectrochemical cell in which titania particles were loaded with Ni, and this mixture was applied to a polyester nonwoven fabric surface with a film thickness of 50 μm by using a low temperature spray gun. Spray on. [Effect] According to this biological activity suppressing film, it is possible to sterilize Escherichia coli and the like or suppress the activity of water moss and the like.
