[Structure] By using formic acid as a stabilizer for the cobalt hydroxide powder added to the non-sintered nickel positive electrode , the oxidation of the cobalt hydroxide powder during storage can be effectively suppressed. It is possible to effectively obtain the utilization rate improvement. In addition, an active material slurry or active material paste containing nickel hydroxide powder and cobalt hydroxide powder using formic acid as a stabilizer is held on an active material holder and then heat-treated at 160 to 180 ° C. By doing so, formic acid as an impurity can be decomposed and removed during the heat treatment, and the adverse effect caused by the residual formic acid in the positive electrode can be removed.
