(57) [Summary] [Objective] By forming a chemisorption monomolecular film or polymer film on the surface of a substrate having or imparting an active hydrogen group through a -Si-covalent bond, water repellency and repellency can be improved. Oily, Uniformly forms an ultrathin film with excellent antifouling properties, durability, and transparency. [Structure] A base material surface 1 having or imparting an active hydrogen group such as a hydroxyl group 2 and an imino group is first reacted with a chemical adsorbent having a fluoroalkyl group and a chlorosilyl group. This reaction proceeds by dehydrochlorination. Next, it is washed with a non-aqueous solution and then reacted with water to form a chemisorption monomolecular film 3.
