Moreover, the insert is formed with a thin portion 22 so as to be broken when the airbag is deployed, and the cushion layer 3 corresponding to the thin portion 22 is thinner than other general portions. As a manufacturing method, the insert 2 is set in a male mold, and a non-foaming, non-yellowing, solvent-free type polyurethane or polyurea coating film is formed on the female mold cavity surface, and after the mold is closed, it is between the insert 2 and the coating film. Low density polyurethane foamed by water foaming is introduced and integrally molded.
