The solvent-based thermosetting resin is a coating material composed of two or more kinds of polyester resins having different glass transition temperatures, a bisphenol type epoxy resin, and an amino resin as a curing agent, A zinc-based plated steel sheet in which a resin film having a predetermined thickness is formed on the chromate film by applying it on the chromate film of the zinc-based plated steel sheet and curing it by heating. [Effect] Excellent lubricity and press formability are exhibited without applying lubricating oil or the like to the surface, and even if press forming is performed under severe conditions, the resin film is not damaged or blackened.
