It is characterized in that it is composed of a constituted base material and a ceramic layer as a skin layer formed by pressing and solidifying ceramic particles. [Effects] The heat-insulating decorative panel of the present invention has a fire resistance performance of quasi non-combustibility or higher, is excellent in heat insulating property and sound absorbing property, and has an effect of imparting a lightweight and variety of decorative surface.
