A second electrode coated with a first film 3 made of a mixture with a salt that produces chlorine ions, and a second film 4 coated with the first film made of a mixture of a water-insoluble polymer compound and a proton-sensitive substance. A hydrogen ion concentration detecting element and a lead storage battery including the same are provided.
