[Effect] Since the catalyst according to the present invention not only has high activity at low temperature but also produces a small amount of hydrocarbons under high pressure and low steam ratio conditions, it is used as a high temperature carbon monoxide conversion catalyst for producing synthesis gas under energy saving conditions. In addition to being usable, it can also be used as a catalyst that requires low temperature activation in order to reduce carbon monoxide when producing city gas in a cyclic system.
