[Structure] When synthesizing aluminum borate whiskers by an external melting agent method, while the γ-based alumina layer formed at the interface between the whiskers and the melting agent is held, the melting agent is dissolved and removed using water as a solvent, An aluminum borate whisker having a surface coated with a uniform γ-based alumina layer is manufactured. Further, the above whiskers are heated to produce aluminum borate whiskers having a surface coated with a uniform α-alumina layer.
