PURPOSE: To obtain a pigment dispersing agent, composed of an acrylic polymer component containing a tertiary amino group and a nitrogen-containing heterocyclic ring exhibiting basicity and a polyester component, having a wide range of resin compatibility and pigment dispersion stability and excellent in film performance. n CONSTITUTION: The objective pigment dispersing agent expressed by formula I or II {R 1 is H or methyl; X is formula III to V [R 2 is 1-8C alkylene; R 3 is 1-4C alkyl, tertiary amino group or nitrogen-containing heterocyclic ring; A and B are organic binding group; Y and Q are polyester (polyether) compound residue; Z is H, 1-4C alkyl, halogen, etc.; (m) is 1-100; (n) is 0-200]}.
