abstract PURPOSE: To increase adhering force to a silver layer and perform improvement in an insulating characteristic, cooling efficiency, etc., by forming a copper oxidic insulating layer outside of the silver layer covering the outer surface. n CONSTITUTION: A silver layer covering a powder layer is subjected to conversion treatment, with treatment solution, such as a water solution containing a copper component including material, e.g. copper sulfate, formaldehyde; Rochelle salt and sodium hydroxide, or the like, so as to form a layer of a cuprous oxide on the silver layer. Next, heat treatment at a temperature below the melting point of the silver or powder layer is performed t sinter the powder and form a bulk body in the silver layer. And here, the cuprous oxide changes to a cupric oxide.
