abstract PURPOSE: To allow ordinary reading out and writing operations regardless of the level of an external terminal for writing control by providing a reading- out output circuit to be exclusively used separately from an output circuit for executing ordinary reading out at the time of reading out the non-volatile memory information of a programmable circuit inducing a fuse. n CONSTITUTION: The output SW of a selecting switch signal generating circuit 3 rises to a high level and the MEMO of the non-volatile memory circuit 4 is transmitted to the output circuit 2 when a power source is turned on while the external terminal for writing control is at a high level. The same data as the data of a MEMO appears at the external input terminal IN. The SW is made to a low level, the output of a NAND circuit 5 to a high level, and the output of a NOR circuit 6 to a low level upon starting of the first writing operation after the external terminal for writing control falls thereafter to the level. A P channel type MOS transistor QP 1 and an N type MOS transistor QN 1 , therefore, turn off. The output circuit 2 is thereafter held always in a disable state.
