abstract PURPOSE:To miniaturize an actuator by providing a vehicle speed detecting means, and providing a rear wheel steering angle fixing means blocking the steering angle change of rear wheels at least when a vehicle is stopped. CONSTITUTION:A rear wheel steering angle fixing means 60 is provided on a controller 52, and the rear wheel steering angle fixing means 60 stops the drive signal outputted to an electric motor 44 (actuator) regardless of the front wheel steering angle deltaf and rear wheel steering angle deltar in the vehicle speed region where the tire load of rear wheels 12 and 12a during steering is sharply increased, e.g. vehicle speed region 0-2km/h. Rear wheels 12 and 12a normally steered in opposite phases to front wheels 10 and 10a at the time of steering without driving are stopped at the present steering state in the increased tire load region. Thereby, the motor 44 is prevented from being applied with a large tire load, thus the motor 44 can be miniaturized and made lightweight, while the moment of inertia of the motor 44 is reduced, and the responsiveness during operation is improved.
