PURPOSE: To prevent elution of formaldehyde and improve safety of the preservative, etc., mentioned below by adding a specified amount of an amino group- containing compound to a formaldehyde donor contained in a water-based phase and used as a preservative or a germicide in cosmetics. n CONSTITUTION: An amino group-containing compound, e.g., a protein such as collagen, a peptide or amino acid is added to a formaldehyde donor such as imidazolidinyl urea, diazolidinyl urea, 5-bromo-5-nitro-1,3-dioxane, 2-bromo-2- nitropropane-1,3-diol, monomethyloldimethylhydantoin or quarternium 15 which is contained in a water-based phase and used as a preservative or a germicide in cosmetics such as toiletry goods or makeup in a ratio of ≥0.1 time of the amount of the above-mentioned formaldehyde donor to prevent elution of formaldehyde from the above-mentioned donor.
