abstract PROBLEM TO BE SOLVED: To provide a structure in which a lightweight civil engineering and a building material using foamed plastic particles has a low manufacturing cost and can reinforce the mechanical strength due to the presence of foamed plastic particles. SOLUTION: A lightweight civil engineering formed by mixing foamed plastic granules 1 made of foamed polystyrene, foamed polypropylene, a copolymer resin foam of polyethylene and polystyrene, or a mixture thereof, and a concrete material 2. And the aqueous solution of the lightweight civil engineering and building materials 12 and the water-soluble adhesive 3 which are the building materials 12 and in which the water-soluble adhesive 3 is interposed between the foamed plastic particles 1 and the concrete material 2. The foamed plastic granules 1 mixed with 30 or the foamed plastic granules 1 coated with the water-soluble adhesive 3 are mixed with the ready-mixed plastic material 20 and stirred, and then dried in sequence, and then the lightweight civil engineering and construction. A configuration in which the material 12 is manufactured and the above-mentioned problems are achieved. [Selection diagram] Fig. 1
