abstract | <P>PROBLEM TO BE SOLVED: To provide a sludge dehydrating agent that satisfies demand of reduction in water content of dewatered cake to so-called hard-to-dehydrate sludge having a lower fiber content such as sewage excess sludge in a sewage-treatment plant or sewage digestion sludge, simultaneously deals with increase in an amount of chemical added regarded as a drawback of a crosslinked or branched water-soluble polymer and suppresses an increase in cost. <P>SOLUTION: The water-soluble polymer composition is obtained by combining a water-soluble cationic polymer (A) having a charge inclusion ratio of ≥50% and ≤90% shown by definition 1 with a water-soluble amphoteric polymer (B) having a charge inclusion ratio of ≥50% and ≤90% and an acidic substance (C). The water-soluble cationic polymer (A) and the water-soluble amphoteric polymer (B) are copolymers of specific monomers and polymer structure modifiers.
