abstract <P>PROBLEM TO BE SOLVED: To provide an image forming apparatus with a developing device in which a developer layer thickness restricting member is not fixed, the horizontal streak or nonuniform of a developer layer caused by the use of the developer layer thickness restricting member having a cavity in its inside against a surface layer is eliminated, and can be downsized. <P>SOLUTION: The developer layer thickness restricting member 4 is formed from a flexible member 41 that has the cavity in it, and a hold member 42 that holds the flexible member 41. In the flexible member 41, part of the surface of a portion that is not held by the hold member 42 is in contact with a developer carrier 3. The hold member 42 supplies a voltage from a restricting bias means 14 to the flexible member 41.
