abstract | The present invention provides an oil-in-water emulsified skin cosmetic that contains vitamin A stably and is excellent in usability (familiarity with skin, feeling of effect after application) and stability with time of the base (emulsification stability). SOLUTION: (a) 0.01 to 4% by mass of vitamin A and its derivative, (b) (b-1) sorbitan tristearate, (b-2) polyethylene glycol 0.6-4% by mass of a nonionic surfactant containing three types of polyethylene glycol stearate having an addition mole number of 20-120 and (b-3) glyceryl stearate having an HLB of 5-8, c) 1 to 10% by mass of a higher alcohol having 14 to 24 carbon atoms and a blending ratio (mass ratio) of the component (b-1) to the component (b) is 0.1 to 0.8.
