abstract <P>PROBLEM TO BE SOLVED: To achieve priority control suitable for the quality characteristics of an application as the object of QoS support. <P>SOLUTION: When a packet continuous transmission time is defined as a time to be spent on the completion of the transmission of at least data quantity necessary for maintaining through-put in the case of acquiring one time transmission right, a radio base station device or radio terminal equipment dynamically sets the packet continuous transmission time as a priority control parameter. Also, the number of times of the acquisition of a packet transmission right based on CSMA/CA protocol by fixed period units is acquired, and necessary data quantity for maintaining through-put by transmission for one time of the acquisition of the transmission right within the fixed period is calculated, and the packet continuous transmission time is defined as a time to be spent on the completion of transmission of all the data quantity.
