abstract PROBLEM TO BE SOLVED: To improve fuel efficiency by efficiently activating liquid fuel and combustion air passing therethrough in a fuel inflow passage and an air inflow passage leading to an engine such as an automobile by an ionizing action. An apparatus capable of performing the above is provided. The apparatus is attached to a fluid inflow path 6 which is a fuel inflow path 6a or an air inflow path 6b leading to an engine 16 of an automobile or the like, and activates liquid fuel or combustion air by an ionizing action to improve fuel efficiency. In the fluid inflow path 6, a plurality of partition walls 2 with a thorium oxide coating layer, which are parallel to the virtual central axis P of the fluid inflow path 6 and have a substantially uniform gap width W, are disposed, and thorium oxide is placed in the gap.
