SOLUTION: The inside of a cylindrical casing 2, 3 attachable to the flow path or outlet of tap water is divided into an inflow side and an outflow side by a strainer 4, and a filter medium such as activated carbon 5, sponge 6, etc. On the other hand, a mesh member 10 is stretched on the outflow side portion, and a fixed magnet 11 having a surface of a permanent magnet coated with ceramics having far-infrared radiation characteristics is supported at substantially the center thereof.
