SOLUTION: A water quality improving activator 1 is composed of an aggregate of a large number of magnetite ore ceramic balls 2, a large number of white limestone ceramic balls 3 and a large number of natural porous ceramic balls 4 in a reticulated bag 5. It is put in. Each magnetite ore ceramic ball 2 contains about 60% by weight of Fe. It contains 2 O 3 and about 25% by weight FeO.
